Construction Management Plan (planning condition discharge)

Liongate Construction Consultancy has been appointed to prepare a Construction Management Plan for a residential basement and extension scheme on Castelnau in the London Borough of Richmond upon Thames, to discharge a pre-commencement planning condition. Work is underway.
The proposals include a new basement beneath an existing house, the demolition and replacement of an existing coach house and a new full-width single-storey rear extension. A planning condition requires a detailed Construction Management Plan, prepared using the council's proforma, to be approved before any development starts, including demolition.
On a basement scheme in an established residential street, the way the site is set up matters as much as the build itself. The plan will set out programme and phasing, the number and type of vehicles, vehicle routing and holding areas, loading and unloading, spoil removal and concrete supply, and site hoarding.
It will also explain how pedestrians and other highway users are kept safe, how access to neighbouring properties is maintained, how street furniture and trees are protected, and how noise, vibration and dust are controlled in line with recognised best practice. The plan will be coordinated with the scheme's arboricultural method statement.
Liongate was appointed in October 2026. Our work on the plan is underway; it has not yet been submitted to or approved by the council.
