A Construction Traffic Management Plan (CTMP) is a document required by UK councils as a planning condition, usually before any construction or demolition work begins. It sets out how construction traffic will be managed to minimize the impact on the local road network and the surrounding neighbourhood — covering vehicle routing, delivery schedules and hours, HGV movements, site access arrangements, contractor parking, and highway safety measures. Some councils call the same document a Construction Transportation Plan (CTP) or a Construction Transport Management Plan; whatever the name, the purpose is the same. For projects in London, boroughs usually ask for a Construction Logistics Plan (CLP) instead.

PROJECT EXPERIENCE
Just outside Cambridge, our team at Liongate is playing a key role in the Hardwick House scheme, a new residential development delivered with PiP Architecture. As experts in Construction Traffic Management Plan consultancy, we prepared the CTMP for the site and are supporting the discharge of pre-commencement conditions with South Cambridgeshire District Council (ref 25/04398/REM).
The CTMP was prepared alongside Construction Environmental and Ecological Management Plans for the same site — coordinating vehicle routing, delivery schedules and site access with the environmental controls the council expects. Preparing these documents as a coordinated package keeps them consistent and helps conditions get discharged faster.
